No, it doesn't, and that's obvious.  Saying so blatantly ignores the
fact that it strongly disenfranchises some departments.  If the
current layout continues, those departments are likely to suffer even
more.  It also fosters the impression that we don't want to try to fix
things but would rather just limp along.  That smacks of how things
ran the last few years under Rocky.  Neither approach will help the
con in the long run.
