I think Swag bags are a bad idea. Gencon which is the biggest con in the country gives them out, and most people just throw the crap away, as 90% of what is in there is crap. It does provide an entertaining 10 minutes of looking at what you get, but after that it seems pointless. These will also make more manhours into preping them. I wonder how many people really loved the battletech mini we gave them last year, hopefully everyone did, but I heard no mention of them on any Yahoo group I am part of.
If we increase the prizes, and advertise it, people will like to play in events they not only get a chance to be on the Hall of Fame for the con, but also to win something. As stated previously, playing for free at your local hobby shop, or paying $20+ to play at a con seems like a no brainer. If we give prizes and maybe even a cheap plaque to winners of certain events in Minis, we'll be able to generate some buzz from our local groups. Most tourneys even charge $5-10 to enter, and if we charges an event fee, and then supplemented it(maybe by using the discount we can get), we would be better able to afford the prizes. When people found out about the Annual Awards and that they had earned a certificate, people were actually excited. I did not expect that, so it was a nice surprise. At the World Boardgame Championships, they play only for small plaques and the recognition of being the best, if we can tie that into some valuable prizes, we'll have a winning situation.
One other thing I think we could do to boost mini support is not just to have tourneys for popular games. If 40K has a 1 Day tournament on Saturday, Sunday should be an Apocalypse battle, and maybe a 500 point swiss tournament. If people truly like these games we should try to get them to show for the whole con, rather than 1 day of 40K.
