[Deptheads] Revised sleeping room requests

Essentially we'll ask for volunteers that might not qualify otherwise. I'm looking at it as a perk for those that help us out. We want to make this a positive, not a negative. Basically, we're reintroducing the old volunteer flop space. However, for legal reasons the volunteers must be 18 years or older.
