[Deptheads] More parking news

If you've dealt with construction, this is a common thing.  It also can 
be a long and drawn out thing.   From what they've indicated though, 
they are chomping at the bit, and will start very quickly once the 
permits are granted.  

IMO, there is a good chance that the permits will not be granted fast 
enough, and they will still have parking.
