[Deptheads] Hotel poll

A couple of clarifications.

b and c would be permanent moves. Every con thereafter would be at  
that respective hotel.

b currently would cost the con $1000 less than c for rental and set up  
fees per con. This is being worked on and may change, but for now  
assume it won't.
