Regarding this point:

-          Those who park at Sunrise and Quick Park lots will receive
complimentary parking only if they obtain the hotel’s validation before
leaving.  Otherwise guests will be charged $11.00 for parking in either lot.
Is this referring to folks who have a hotel room, or basic con attendees?
