[Deptheads] XH Packet (final?)

Tanya and all...

This should be the "final" XH packet - unless we find some decent errors or 
otherwise change policies, etc.

If we want to "move" this into live on the web page, that would be 
great.  I am headed to Florida so I am gone for the next two weekends, so 
Tanya if you want to update the page, that would be cool, otherwise I will 
work on it in two weeks or so.
