[Deptheads] web site overhaul

The database is something we inherited, ported over to postgres from
MySQL (for the integrity checking), and really can't get rid of
without redoing a lot of code, some of which is critical (like the
paypal stuff).
The good thing is it works with php and sql just fine. The real issue
is that I'm the only one here who understands how it works, and that's
from studying it as I'm not the one who designed it nor wrote it.
Tanya can work with it as need be. There's nothing we can't do with it
per se, it's just a matter of writing the code.
