[Deptheads] Clear pre-reg queues!

I have a couple of problems with the pre-reg system.

When I approve one person for an event, the rest of the people waiting for
that event do not show up when the page refreshes. Then when I approve
someone from a different game, they show again. Once I realized what was
happening, it repeated every time.

I also have people in the system for multiple games at the same time slot.
This happened last con also. People were getting requests put in for games
they didn't request.
