Agreed - there is always room out in the lobby areas. Also, during slow times of the day, tables within view of the HQ are often available.

People eating while working at an HQ or food supplies piled up on a 
table presents a bad image.  If you have snacks, etc for the volunteers, 
hide them away under the tables.  If you are going to eat a meal, step 
away from the HQ.
