[Deptheads] Special events. We need these up ASAP

Could we make the Costume Contest a "Special Event"?  :D  I'm hoping to
dovetail the contests into another event, but I'm not ready for that event
for this go-round, though I would like to start *talking* about it in
February.  <cryptic music here>
