[Deptheads] Event fees

The Settlers of Catan Event will be an extra $10. There will also be one at
Gamex 2012. The event is called the Worldwide Catan Championship.

I'm ashamed to say I have no idea how we were validating that participants
had paid. I assume Neil knows but I hope that when we run the event, we
confirm that we have 75 players and 75 paid accounts in the registration
database.
