Yes, it's possible.

If a person pre-regs for an event covering a certain amount of time, they can't pre-reg for anything else during that time slot (i.e. Start time to end of duration). I'm guessing this is the reason for this person's request.

This is another reason why it's important for accurate reporting of the time an event takes. If the duration is considerably too long, you prevent people from pre-reging other events and if it's way too short, you potentially prevent people from attending other events they pre-reged or in general signed up for.
