Those look like RPGA events. Otherwise anyone can run them.
RPGA was same as DCI judging for Magic:the Gathering. Apply and qualify. As an organizer and as a gm/judge. Part of the WPN...Wizard play network,
The rule was---Volunteers must beRPGA members, at least 18 years of age, and rated at least Herald Level in the GM Program. I am not sure what current requirements are but Mickey knows.
I think pathfinder society is also similar in that for official events you have to have approved organizers and gms, approved scenarios, and paper trail from beginning to end that is turned in electronically and everything has id number.
