[Deptheads] Conbook proof 2

Demos should not give out ribbons. 
Event ribbons should be at the discretion of the dept. head. And kids events should award ribbons.

I've always felt it's kind of silly for the events and demos to give out ribbons. People almost always to want to give them back.
