Yep, here to echo the EB is dead-on with the caveat that I would also cut them some slack if they are first-time or relatively new GMs with a 'this is how it normally works' clarification.

I'd give some extra consideration to those running their own games. If they are paying to come to the con and showcase their game but they're a little late, I'd tend to cut them some slack since they have a lot going on to get ready. But if they're just running a game (and you don't want to make sure it is a game that is run), oh well.
