[Deptheads] Unlimited Pre-reg Warning

For those departments that use the unlimited pre-reg ability, be aware that until now it wasn't triggering a time conflict warning.
I discovered this fact while fixing an issue with the approved events not showing up under the badge on the event_reg page.
This in no way affects the pre-reg lists for the events. Just the pre-reg lists for the badges, which has a web site only usage.
