[Deptheads] Mystery Events

Last I recall working in the code, if someone doesn't have approval access and they submit the event it doesn't give them the option to change the GM info, so the GM is the submitter. For events submitted by those with approval access, there is no way to be sure, since they have the ability to change the GM info. And there is no system in place to record who approves an event.
