[Deptheads] Spam and confusing new layout!

[Nekojin]

I just got an email for a spammish "offering" in the game queue. I went in
to try to kill it, and while I like the new layout, I don't see a way for
me to do my Dept Head duties of reading and approving/denying tournament
entries.
