[Deptheads] Game submissions

[Strategicon Department Heads]

GM submissions have to be manually turned off. No supervisor should feel obligated to approve any submissions past the website posted deadline. The system allowing a GM to submit an event after the deadline does not trump the deadline. Supervisor's choice (same when system is closed for submissions and someone emails or messages asking to run an event).
