[Deptheads] Boilerplate proof

[Strategicon Department Heads]

If we don't know the rooms, perhaps we can direct them to the proper
"Garden"/courtyard.  In the rooms we could just use the 2 narrow (19") and
6 chairs per room.  That gives good flexibility for set-up.
