[Deptheads] Volunteer badges due

[Strategicon Department Heads]

The 'BADGE' menu item will allow you to view badges currently in the
system, but I think those are paid badges.

http://www.strategicon.net/index.php?goto=admin_create_badge is the link
for adding volunteers.
