[Deptheads] Denied events

Thank Shane for poking me and mentioning an easy to implement solution. Sometimes I have to do the easy solution as opposed to the best solution to get a solution done (give you a way to tell GMs the reason for a denial). I’m sure several of you have mentioned this solution at some point, but the poking once per con increases the odds I will remember it when I have the time to actually do it. :)

Given the number of event submissions that have flooded my mailbox since the DNS started clearing up, this might be good for those who are denied based on time(s) they selected, since tonight is the deadline.
