[Deptheads] Badge Editing

[Strategicon Department Heads]

I'm having two problems with the system. First is that I can't add people
who aren't already in the system - I can't do "No Account" entries, it
comes back with an error message. I got the same error message three times,
but when I attempted to repeat it again so that I could copy it for this
email, it ended up working correctly.

In addition to that, I think I've found another problem. Attempting to add
John Albright, I'm told that there is already a badge for John Albright,
but I can't find one. So the problem here is - are these two the same
person? If not, is the badge system sophisticated enough to allow for there
to be two people with the same name? Or is this conflicting purely on the
email address?

It did let me make two badges for Sheila Kono without complaint. Please
remove one of them.
