[Deptheads] New Run Event Page almost done

Note to all, the new run event page is supposed to also work with Javascript turned off. It doesn’t set your defaults in that state though. If you know how to turn off Javascript and force reload a page, try it out. Obviously, it’s easier to have errors in this format, i.e. Friday events can’t be before noon, but it should work.

Javascript is mostly working with the exception of the headache that is location. I’m having to rewrite chunks of PHP to remedy problem.
So, if you have a problem with location, please wait to comment.

Otherwise, if you see department defaults that aren’t correct (with Javascript on), or aren’t even defaulting, please let me know.

As soon as I fix the location and any other issues I discover, I will be testing with admin emailing on. I will want to know if said email is correct and clear.

My plan is to put this live within the next 24 hrs, and John is the only one I know has tried it. Thanks John.
