[Deptheads] Event Requiring Approval

[Strategicon Department Heads]

It's a long-standing tradition of gamers to procrastinate -- I know, mea culpa -- so rather risk screwing someone over in the middle of game entry I give a grace period which quite frankly overly generous but really easy to implement.

Sometimes I forget to turn it off altogether ...  makes for a bit of chaos.
