[Deptheads] All badge lists need to be entered asap.

[Strategicon Department Heads]

I was able to log in by doing a hard refresh of the site, after which no
further problems.

I'd swear that it's the logout bug I've reported before (where the system
logs me out the first time I attempt to use Admin functions), but more
annoying.
