[Deptheads] Recruitment

[Strategicon Department Heads]

Working on that this week. While it's fresh in my mind. I took a lot of
notes this weekend!

It would especially be helpful to describe what Volunteers (not GMs)
actually do in each department. Matching up volunteers to a department
they'd be the most suited for is important to me. I feel that it makes for
a good con experience, and return performances.
