[Deptheads] User Edit Event Fields

I'm a control freak in most aspects of my life so I vote that GMs can edit
the event up until approval. Afterwards, I think only the Dept Head should
be able to make the modifications, that way it ensures that any changes are
automatically approved/denied.

This, obviously, would have different ramifications for different
departments but that's what would work for me.
