[Deptheads] Waitlist request

[Strategicon Department Heads]

That's fine, it's really more for the Werewolf people, who can easily have
an alternate list of 25+, just depending on which game it is. I figure it's
safer to go bigger and not need it, than go smaller and be caught without
it.
