[Deptheads] Sign-Up Sheet Event Lists

First round of bugs found and as far as I can tell fixed.

1. Multiple instances of same event with different sign-ups. I was sorting on scenario only, which gets very random when there isn’t a scenario, which is true of most Board Games. Now sorting on game system, then scenario

2. Events with no sign-ups weren’t displaying. Fun with SQL.
