[Deptheads] changes to php have broken some odd stuff

We're finding the admin code has broken in mysterious ways due to a php upgrade that now does stricter error checking. While this change is a good thing. The bugs so far been trivial, but if we aren't told about them they won't get fixed, so test things NOW if you must absolutely have something work that isn't publicly facing. In partcular, the badge creation code for volunteers has been especially problematic.
