Floor games are not good in high traffic areas. Sure they get onlookers but so would a large scale game of candyland using gi joes and barbies as playing pieces. A hampster in a ball would get attention in a high traffic area. It has to be in an area where people can HEAR the rules and GM, move around, not crush the miniatures, and enjoy the game. 
 
--is the game a destination or walk-in?
Is it to get naval miniature players that do not attend strategicon to attend, or is it another event for normal attendees to try? This modifies where game is to be located (same as the broadsides tourney). 20 X 30 of blocked floor space is actually 30 x 40 when you count the space around it for the gm and particip[ants to move around (5 feet on any side minimum) plus diece, drinks, rule books, etc. Then you have to have walk space past it unless it is near a corner or wall. It cannot be near a doorway.
With good signage it can go in miniatures room (if it is a demo). If it is a destination game (tourney) it can go in penthouse (like the broadsides tourney was).
