You can use x8 two-foot flag poles around the game area and run yellow thick tape around them. You can hang things from the streamers/ tape.
It is not practical for John to spend $200 for game barrier nor expect the convention to either.

The barrier should be no lower than knee high. Easy to step over, but hard to trip over.
You have a huge space to cover so a solid wall structure - even made of cardboard or foamcore - would be difficult. However, if you wanted to really do it up right and have a couple hundred bucks to throw down, here's an idea.
Get some high quality art of naval vessels throughout the ages so you can reuse this border for all sorts of naval games. Get the art blow up to 2 foot high x 5 feet wide poster size. Paste this to thick foam core. Attach triangular stands to the foamcore and make 10 separate sections so you can do 20 x 30 walls. It will be exremely eyecatching - and decently durable as long as nobody stumbles on them. I suspect doing this via Kinkos will probably run $200 or more.
