BTW, I understand we are talking about Boardrooms....and I realized I  
mistyped.  I am not talking about the big ballroom for  miniatures/boardgames 
(although they would not work there either).
 
Once you get over 8 RPG players in a room, the extra noise becomes too much  
"buzz" to talk over without raising your voice.

Fans generally do not work in Ballrooms.  Either they must be angled  low to 
get shoulder level circulation you can feel, or they are pointed up to  avoid 
direct in-face wind and/or blowing stuff off tables.  Main problem  is the 
noise level associated with a fan big enough to make a  difference.  We had to do 
this in Toledo in September '96 and the sound  of the fans made everyone 
raise their voice to be  heard....etc....etc...etc.
