I don't think that Open Gaming should be favored over scheduled games. I
think scheduled games must be given priority.
I do think that there are certain geographic areas of the con that feel
underutilized and should be designated as Open Gaming areas. For instance,
during the day, the Penthouse.
I also am a veteran of Strategicons. I remember quite clearly that the main
2nd floor ballroom would fill to the brim on Saturdays with open gaming. It
was a huge attraction of the con -- you could show up in the morning and
find gaming all day without ever going to a scheduled game. I used it
often. I have several friends that did the same. I think personal
experience is a very poor reason to justify a decision but since Janice
brought up her experience, I felt it reasonable to illustrate my own.
