[Deptheads] Radisson Online Rates

All the rooms filled with attendees should qualify, although it's worth 
checking the contract to make sure.  When Rocky owned the cons he would 
get the guest list printed out and they would go over everyone in the 
hotel and compare with the attendee list for the con.  Administrative 
suckiness though.
