What is the goal here? Get more room for minis or bg or just to utilize the
open gaming tables better?

Why not just have fewer tables for open gaming until it looks like they are
being more fully utilized?

I just don't see this "flexible use open gaming" model working well and even
if I am wrong, to get an idea like this to work well probably will take so
tweaking, and this can only be a one shot thing. What happens when this
"flexible use" conflicts with open games?
