If the issue is attendees can't tell who is staff, would it help to have the word printed prominently on the badge? "STAFF" would be center, large, bolded and easily seen from a distance. Though an attendee wouldn't know what "type" of staff, they could at least point you out.
Something like:
STAFF
department
name
Would hats or Staff shirts be an option?

I know that comiccon uses specially colored bordered badge holders
for staff and another color for volunteers.
