My pet peeve is people being late to games. Anything beyond 5 min past the time is unacceptable in my opinion. According to Eric the con rule is no more than 10 min late. But even if you set it to 10 minutes, you're making it difficult for the person on the wait list to get into another event until the next hour, if they don't get the game.

I checked the code and it looks like it will let one person pre-reg for the game. You shouldn't have to worry about more people if you're setting the limit to 1. The code is basically, if one half of the limit is less than or equal to the number of pre-reg + approved, pre-reg is full. If limit is 1, then any whole number greater than zero in pre-reg or approved will trigger full.
