Agreed.  We do our best to catch these as they are being submitted, but
some do get by us.  GM education can hopefully help with this.

Best way to implement this will be to sort out 'probationer' badges at the
beginning of the convention, and return them to the main desk - if they are
left at Board Game HQ, for one, they may be taken without payment (we're
getting better at preventing this, but the Board Game Desk has always been
a bit... porous).  Not to mention that most department desks are not set up
to collect money.  These volunteers will have to report to the main desk to
pay for and collect their badges.

This procedure will start at Gamex 2012. This is a part of a GM's duty now.
