Is the booklet for con already
completed? If not, could the guidelines be put in there? 

Another idea could be putting the guidelines into the
volunteer guides that are given out so that all the GM's
and BGHQ volunteers would know. Then it would spread by
word of mouth, and the GM's would know what to watch for
as well. BGHQ will still have to do patrols, bu it should
make it easier on all parties concerned. =]
