I have tried to read this with several readers and make sense of this.

It is really just a jumble of numbers.

If you are trying to say that rpg turned in no paperwork, I call foul, since
I turned in a HUGE stack of GM/Player signin sheets for the dept the last
two cons personally!  There are no 'winners' in the games (or you could say
everyone who played won!).
