[Deptheads] Parking Warning

You may need "fire lane monkeys", or a Strategicon equivalent.  Dedicated
volunteers to help staff load/unload vehicles during peak arrival/departure
hours.  Either help them unload quickly from the fire zone, before
ticketing can occur, or have them carry stuff in from the street or parking
lot.  Depends on what you can work out with the PD and the hotel.
