[Deptheads] GM Badge Requirements

We can't make a con wide rule on this. Not only are the work requirements different between departments,  there are GMs who care and really put effort into their events.

We need to let the Department Heads determine who gets what based on ALL the factors, not just hard numbers. A "loose base" is fine, but give the DH latitude to make final determination.
