[Deptheads] Bugzilla is for Feature Requests too

[Strategicon Department Heads]

I got logged, in went to "Enter Bug", filled out the form, but the *Submit
Bug *button at the bottom doesn't return any results or page load
activity.  I filled out all fields:

Win7, Chrome 48.  I would submit this bug through Bugzilla, but....
