[Deptheads] Event Edit Page

Update on the Edit event page. I’m not done, but you should have these features.

Emails for Approved and Denied Events.
Blank option exists and should save. [But it’s not in Run Event yet, so don’t expect to see events with it yet.]

For the coders, the code has shrunk by almost 300 lines. :)

Unless you find something broken, I’m not planning on working on this again until Monday.
