[Deptheads] Event Edit Page

[Strategicon Department Heads]

With the exception of the changes to the table options, everything is done in Event Edit. 

These changes have not been added to Run Event yet. Some of them will only be available in Run Event for those of you with department access. I will get into this further into a separate email.

On to the events page to make it so these changes can be seen and in some cases filtered on.
