[Deptheads] Volunteers and Hotel Rooms [Re: Planning meeting minutes, 22 October 2017]

As long as the badge is attached to an account. We are not checking for type of badge in the account, just the existence of one for the next con. This also means that the person needs to be able to get into their account.

When deciding to display the link. the code first checks to see if the person is logged in. Then it checks to see if logged in person has a badge for the up coming con.
