[Deptheads] Final attendance numbers

[Strategicon Department Heads]

We probably lost another group - perhaps another 50-100 - from their
procrastination and inability to get hotel rooms, since the other events
made the hotels fill up quickly. I know for a fact that there are some
people who will not come if they can't get the hotel room. I've talked to a
few of them, over the years.
